Dems, GOP lawmakers sell budgets back home

WASHINGTON (AP) ? Republicans and Democrats are selling their budget plans back home as models for how they would run Washington if they win the November elections.

With the presidency and the majorities of Congress at stake, House Republicans are showing off their $3.5 trillion plan, which passed Thursday on a near-party-line 228-191 vote, to slash the deficit and the size of government by far more than Democrats want. Democrats, meanwhile, insist on imposing higher taxes on the rich and preserving Medicare, transportation, research and other programs they say are jeopardized by the Republicans.

None of the competing plans, including one by President Barack Obama that was rejected unanimously, claim to balance the budget within the next decade.

But for both parties, the mere debate provided a political opportunity to define their priorities and values. Voters, meanwhile, get a more detailed look at how each party would spend their hard-earned tax dollars at a time when jobs and the economy top the list of Americans' concerns in poll after poll.

"That's what elections are for," House Speaker John Boehner, R-Ohio, told reporters.

Underscoring the point, House Democrats within hours of Thursday's vote blasted out a campaign fundraising letter citing the GOP bill.

"Billionaires and corporations that ship jobs overseas would receive millions while seniors are forced to pay more for their health care," wrote Rep. Chris Van Hollen, D-Md., asking for recipients to contribute $3 "right now" to his party's effort to reclaim the House majority.

The Republicans, meanwhile, sent out statements in more than 80 districts titled, "Dems back spending binge & push Medicare closer to bankruptcy."

In this debate, lawmakers again chose division over compromise ? the same dynamic that kept negotiations over the debt limit, unemployment insurance and spending in tortured limbo for months last year and sank Congress' approval ratings to historic lows. Before the House passed the Republican budget Thursday, it swatted away an alternative that would have blended tax increases and spending cuts modeled on recommendations issued by Obama's bipartisan deficit reduction commission that had inspired supportive comments from lawmakers of both parties. In the end, only 38 House members voted for it.

For voters, the budget proposals provide a fairly detailed look at where candidates for president and Congress would take the country.

In the presidential race, Republican front-runner Mitt Romney, as well as hopefuls Rick Santorum and Newt Gingrich, have said they support the House GOP budget proposal sponsored by Rep. Paul Ryan, R-Wis. And for his part, Ryan has tried to tamp down speculation that he could be tapped for the No. 2 spot on the Republican ticket, but he said he'd have to consider it if asked.

Congress' budget is a nonbinding road map that suggests tax and spending changes lawmakers should make in separate, later legislation. A House-Senate stalemate over the fiscal blueprint would have little practical impact as Congress tackles what little budget work it is expected to address before the November elections.

Final House approval of the Ryan budget came after lawmakers rejected a series of alternatives. One proposed by the most conservative Republicans featured even sharper spending cuts and deeper deficit reduction. A clear majority of GOP lawmakers voted for that option, a bow to tea party activists who helped drive Republicans into the House majority in 2010. It was defeated because virtually every Democrat voted against it.

Republicans then forced a vote on Obama's budget, which was rejected 414-0. Democrats worried that a "yes" vote would provide fodder for campaign ads accusing them of backing anything voters might dislike in the president's plan.

Ryan's package would slice everything from food stamps to transportation and cut spending by $5.3 trillion more over the next decade than Obama's would. It envisions collapsing the current six income-tax rates into just two, with a top rate of 25 percent compared with today's 35 percent. It also would eliminate unspecified tax breaks.

Democrats said they, too, were eager to stanch deficits that now exceed $1 trillion annually. But they said it needed to be done in a more balanced way, with rich and poor alike sharing the load.

The GOP plan envisions repeal of the president's health care overhaul and sets a course for deep reductions for highway and rail projects, research and aid to college students and farmers, while easing planned defense cuts.

It also would cut taxes by $2 trillion more than the president's plan over that time, leaving Republicans seeking about $3.3 trillion in deeper deficit reduction than Obama.

Drawing the most political heat was Ryan's plan for Medicare, the $500 billion-a-year health insurance program for older Americans that all sides agree is growing so fast its future financing is shaky. Both parties know that seniors vote in high numbers and care passionately about the program.

Republicans would leave the plan alone for retirees and those near retirement, letting the government continue paying much of their doctors' and hospital bills.

For younger people, Medicare would be reshaped into a voucher-like system in which the government would subsidize people's health care costs. Republicans say that would drive down federal costs by giving seniors a menu of options that compete with each other. Democrats say government payments won't keep up with the rapid inflation of medical costs, leaving many beneficiaries struggling to afford the care they need.

As a club that prides itself on tradition, Augusta National has unwittingly wound up in the middle of a membership debate it thought it was done with nearly a decade ago.

Just seven days before the Masters, no less.

The last four chief executives of IBM ? a longtime corporate sponsor of the Masters ? have been members of the exclusive golf club in Augusta, Ga. The latest CEO of the computer giant happens to be a woman. Virginia Rometty was appointed earlier this year.

One problem ? a woman has never worn a member's green jacket since Augusta National opened in 1933.

"I think they're both in a bind," Martha Burk said Thursday evening.

Burk spearheaded a campaign 10 years ago for the club to admit a female member, applying pressure on just about everyone connected with the club and with the Masters, the major championship that garners the highest TV ratings. She demanded that four companies drop their television sponsorship because of discrimination. She lobbied PGA Tour Commissioner Tim Finchem not to recognize the Masters as part of the tour schedule.

But it didn't work.

Hootie Johnson, chairman of the club back then, said Augusta might one day have a female member, but it would be on the club's timetable, and "not at the point of a bayonet." The protest fizzled in a parking lot down the street during the third round of the 2003 tournament.

Now it's back, and this time it has a face ? Rometty, a 31-year veteran of IBM who has been ranked among the "50 Most Powerful Women in Business" by Fortune magazine the last seven years. Rometty was No. 7 last year.

What's the next step?

Augusta National declined to comment, keeping with its policy of not discussing membership issues. IBM has not commented publicly, and did not return a phone call Thursday night.

"IBM is in a bigger bind than the club," Burk said. "The club trashed their image years ago. IBM is a corporation. They ought to care about the brand, and they ought to care about what people think. And if they're not careful, they might undermine their new CEO."

Augusta has a new chairman in Billy Payne, who ran the 1996 Olympics in Atlanta. When he replaced Johnson as chairman of the club and of the Masters tournament in 2006, he said there was "no specific timetable" for admitting women.

The question was raised at the 2007 and 2010 Masters. Both times, Payne said membership issues were private.

Rometty succeeds Sam Palmissano at IBM, which runs the Masters' website from the bottom floor of the media center. According to a list published by USA Today in 2002, the previous three CEOs also were members ? Louis Gertsner, John Akers and John Open.

As the corporate sponsors became the target, Johnson wound up doing away with TV sponsorship for two years at the Masters to keep the corporate partners ? IBM, Coca-Cola and Citigroup ? out of the fray.

Only IBM returned as a TV sponsor for the 2005 Masters. The others were SBC Communications and ExxonMobil.

Burk said it should not be that easy for IBM to hide if the debate gains momentum.

"What IBM needs to do is draw a line in the sand ? 'We're either going to pull our sponsorship and membership and any ancillary activities we support with the tournament, or the club is going to have to honor our CEO the way they have in the past,'" Burk said. "There's no papering over it. They just need to step up and do the right thing.

"They need to not pull that argument that they support the tournament and not the club," she said. "That does not fool anybody, and they could undermine their new CEO."

Burk said she would not be surprised if IBM pressured Rometty to say she doesn't want to be a member.

"Really, I don't think it's her responsibility," Burk said. "It's the board of directors. They need to take action here. They don't need to put that on her. They need to say, 'This is wrong. We thought the club was on the verge of making changes several years ago, and we regretfully end our sponsorship to maintain her credibility and the company brand.' "

The debate returns just in time for one of the most anticipated Masters in years. Tiger Woods finally returned to winning last week at Bay Hill and is considered one of the favorites, along with U.S. Open champion Rory McIlroy. Eight of the top 20 players in the world ranking have won heading into the first major of the year, a list that includes world No. 1 Luke Donald and Phil Mickelson.

Now comes a sensitive issue that dogged the tournament a decade ago, and might not go away easily.

Augusta National does not ban women. They can play the golf course, but no woman has worn an Augusta green jacket, a status symbol in business and golf. Rometty is said to play golf sparingly. Her greater passion is scuba diving.

She now becomes a central figure.

"We have a face, we have a resume, we have a title and we have a credible reason to do it that doesn't involve Martha Burk," Burk said.

Burk said she is no longer chair of the National Council of Women's Organizations. She had planned to step down until the first flap with the Masters began in the summer of 2002. Now, she said she runs the Corporate Accountability Project for the council, a project born from her battle with Augusta.

The financing outlook for European offshore wind developers is finally improving, as more banks start to look towards the sector and liquidity increases, easing fears of a ?funding gap? over the next decade.

Cr?dit Agricole?s Liam O?Keeffe points out that global loan markets are back at pre-credit-crunch levels, while the proportion of loans with maturities longer than three years has risen to 70% of the total.

Margins for project-finance deals are falling gently, while the number of sub-investment-grade deals has started to rise.

By far the biggest use of loans in 2011 was to refinance existing debt, but project finance has also come back strongly, with global project-finance loans reaching $327bn in 2011.

Asia was the world?s biggest project-finance market, with 43% of the total, but the EMEA (Europe, Middle East and Africa) region is not far behind with 39%. Meanwhile, energy accounted for 29% of all project financing last year.

The average size of deals has also increased to just under $350m, almost back to the pre-credit-crunch level. Bankers point to the European Central Bank?s massive Longer Term Refinancing Operation as a ?game changer? that is likely to dramatically increase the ability and willingness of banks to lend.

Most encouragingly of all, O?Keeffe says there are 20 banks that are willing to get involved in the construction phase of offshore wind projects.

Of course, this does not mean that all the issues have been resolved. Most banks are only willing to back projects involving ?large and experienced sponsors? such as the utilities that are developing many of Europe?s largest offshore wind farms.

Many bankers also continue to favour fixed-price engineering, procurement and construction contracts. But as O?Keeffe points out, the fact that a well-established contractor such as Fluor could get things so wrong on the UK?s Greater Gabbard project ? taking charges of $343m in the process ? means the approach is far from guaranteeing a reduction in risk.

Ongoing concerns include supply-chain bottlenecks, how to deal with bad weather and a lack of reliability in areas such as cable-laying.

Yet the appetite and capacity of banks to get involved in offshore wind are growing by the day.

The Austin Community College Automotive Department is in need of minor repair projects for the automotive technology program. Our students are either studying to earn a Certificate or an Associates of Applied Science degree in automotive repair. The program prepares students for ASE certification.
There is a $45.00 charge for every vehicle brought into the ACC Automotive Department for every different class that must check out your vehicle. Most of our classes meet only once per week. If you need work from 3 separate classes (A/C, Electrical, and Engine Performance) you will be charged $135.00. If you only need work from one class then you will be charged $45.00. If we order parts to fix your vehicle, they will be marked up 25% plus tax. There are no labor fees for any work performed by the Automotive Department. Vehicles must have current registration and insurance.
We are accepting vehicles from the years 1999 ? 2012. Vehicles are selected based on having the right need of service to line up with the class? learning objectives, therefore not all vehicles will be accepted at all times.
Due to time constraints, we are not accepting vehicles that are in need of transmission and / or engine rebuilds at this time.

MOBILE, Alabama (Reuters) - The former Alabama Supreme Court chief justice who was booted from his post for refusing to remove a Ten Commandments monument from a courthouse rode a horse to the polls on Tuesday and inched closer to reclaiming his seat on the state's high court.

With 98 percent of precincts reported unofficially Wednesday, Roy Moore had about 51 percent of the primary vote, appearing to edge both current Chief Justice Chuck Malone and former Alabama Attorney General Charlie Graddick out of contention for the Republican nomination.

Moore, 64, drew national attention for installing a 5,280-pound granite monument of the biblical codes in the rotunda of the Alabama Judicial Building in Montgomery shortly after his first election to the chief justice post in 2000.

The installation drew opposition from advocates of the separation of church and state and resulted in a legal challenge. A federal judge ultimately ruled Moore was placing himself above the law and violating the U.S. Constitution by refusing to remove the monument, and the Alabama Court of the Judiciary unanimously removed him from office on November 13, 2003.

Moore has since mounted two unsuccessful gubernatorial campaigns in Alabama, failing both times to win the Republican primary. He abandoned plans last June to pursue a presidential bid.

Moore, who wrote the book, "So Help Me God: The Ten Commandments, Judicial Tyranny, and the Battle for Religious Freedom," vowed several times during his latest campaign that he would not resurrect the Ten Commandments issue if again elected chief justice.

John L. Carroll, dean of Samford University's Cumberland School of Law and the former legal director of the Southern Poverty Law Center, said he was unaware of another instance in which a removed judge had reclaimed an elected position.

"It really boils down to backlash against the federal court order and his removal from office the first time," said Carroll, citing Moore's campaign ad that touted his track record of standing up to the American Civil Liberties Union.

"That was sort of a code word for, ?Remember what happened to me last time,'" Carroll said.

Neither of Moore's Republican challengers had conceded the race Wednesday.

"We're not optimistic, but we're going to wait until final results are in from the Secretary of State," Graddick said in a statement.

The Secretary of State said results would not be finalized on Wednesday.

In a theatrical flourish, Moore arrived at the polls on horseback on Tuesday. He remained confident on Wednesday that his grassroots campaign, which raised only about $230,000 compared with the combined $1.5 million spent by his opponents, would prevail.

If his percentage holds, he can avoid an April 24 runoff.

"We're confident we will win without a runoff and if there is a runoff we will win that, too," Moore said.

The Republican nominee will face Democrat Harry Lyon in the November general election.
